Many questions before going alone in a new country ! I will try to answer you about Estonia and English speaker.
First of all a little explanation down different languages in Estonia.
Every people speak Estonian, the official language of Estonia. This language belongs to the Finnic branch of the Uralic language family. That’s why many people said Estonian is very close to Finnish language; This is one reason why Estonia would be recognized as a Nordic country.
The second most important language who are speaking in Estonia are Russian. Russian represents 66 % of main foreign languages. It’s very common to be able to speak Russian with Taxi or Police for example.
After Estonian and Russian some people are able to speak in German or in Finnish.
And what about English and the main question ?
And the answer is “Yes” people speak a good english in Estonia in particular young people.
Estonia is ranked 8 European countries who speak english after EF language organization. In my opinion I would say 90 % of people between 12 – 35 years old speak english. People over 35 don’t speak english very well ( They speak better Russian better than English. )
So don’t worry about language, the majority of people in big city in Estonian are able to speak and understand english.
